Washington, D.C. – January 29, 2019 – William H. "Bill" Phillips, a recognized environmental, health and safety expert throughout the cleaning products industry, is the 2019 recipient of the American Cleaning Institute’s (ACI) Elva Walker Spillane Distinguished Service Award.
